Introduction:
Company has an integrated engineering complex at its headquartered at Ranchi Dhurwa Ranchi. HEC executes turn-key projects from concept-to-commissioning. HEC has acquired expertise in its field through its more than half a century's experience. it was incorporated with the primary objective of achieving self-sufficiency and self-reliance in the field of design and manufacture of equipment and machinery for iron and steel industry and other core sector industries such as Mining, Steel, strategic sectors like Defence, Atomic energy, and Space research.
Net worth of HEC was completely eroded in 1992 and it was referred to BIFR. Revival plan sanctioned by BIFR in 1996 could not succeed and BIFR ordered for winding up of HEC in July 2004; HEC appealed against winding up decision in High Court Jharkhand. Subsequently, in October 2005 BRPSE (Board for Reconstruction of Public Sector Enterprises) recommended revival of HEC and revival package approved by Cabinet in Dec, 2005.
Thereafter, several revival packages in the form of loans/ financial support/ sale of land etc. were given to HEC with approval of Cabinet in 2008, 2013, 2014 and 2017. Despite all these efforts, performance of HEC did not improve and it is still in very poor financial position.
Strategic disinvestment of HEC was also attempted, as per recommendations of Core Group of Secretaries on Disinvestment (CGD). In 2018, transfer of HEC to DAE was attempted but could not be concluded as DAE recommended for maintaining status quo.
